Matt Hunter (aka "Cartoons that Suck") labels the year 1934 as the worst for Warner Bros (aka Schlesinger) cartoons. This viewpoint must be considered in light of the audiences at the time as well as that of a critic assessing these cartoons some 70 years later. Some vintage cartoons, like old movies, radio shows or other media entertainment do not age as well as others. Cartoons that were once thought hilarious in 1934 may have lost most or all relevance to a modern audience.
Certainly Schesinger was in a transitional period in 1934. He had lost his main character in Bosko who had departed with Harman and Ising to MGM in 1933. The blander Buddy and girlfriend Cookie had none of the Mickey Mouse-like cheekiness and outgoing personality of a Bosko. Buddy was just too much of a goody two-shoes.
Warner paid Schesinger to produce 25 cartoons for release in 1934. Some of the non-Buddy Merrie Melody releases were released in colour for the first time (albeit 2-strip technicolor) and relied mostly on the use of songs from Warner musicals. They were really Fleischer-type "Screen Songs" without the bouncing ball. Warner relied on these cartoons as a cross-promotion for the sale of sheet music and 78 rpm records.
Schlesinger made these cartoons on a budget that allowed him to make a considerable profit on each one. Within the requirements of the budget and the necessary musical soundtrack, the directors were given a fairly loose hand. This freedom allowed the Schesinger animators to create cartoons that pleased themselves and therefore there developed in them a certain free spirit and irreverence. They were not the "kiddie" cartoons that were released by the other studios.
"Rhythm in the Bow" is based on the subject of "hobos". Ben Hardaway has done a respectable job considering that other animation studios did little to reflect upon the social issues of the day. The "working-class" studio had already produced "Box Car Blues" in 1930 with a train-riding hobo-theme. This cartoon preceeded other Warner cartoons such as 1939's "Hobo Gadget Band", with whom it shared some of the same jokes. This excellent cartoon was also co-directed by Hardaway.
Rhythm in the Bow relied on audiences identifying with hobo images that they had seen in the newspapers and with the stories of free spirit and hardship had became a part of the hobo genre and mythology. I have included some of these images within the video. Hobos in the 1930s were not bums. They were itinerant workers travelling between jobs and seaching for work at a time when the unemployment rate was some 25% of the workforce. In 1934, FDR's employment programs had yet to bite, and hobos were generally regarded with respect within the community. This cartoon does not put hobos down. The comic situations are ones of empathy and pathos in the nature of John Steinbeck's "Of Mice and Men", a book that would become an integral part of the Warner cartoon ethos.
Various aspects of hobo life are identified in the cartoon. There is a hobo jungle (an area near a railroad where hobos camped and congregated). Here, Bo's would warm themselves beside fires using "California blankets" (newspapers). Hobos were removed from their "accommodation car" by railway "bulls" and constantly ran the risk of being attacked by "bone polishers" (vicious dogs). These aspects of hobo life are all identified within the cartoon.
"It Happened One Night" won the Academy Award for best picture of 1934. This movie contrasted the hobo values of Clark Gable with the rich and privileged life of the Claudette Colbert character. Rhythm in the Bow must be viewed with this movie in mind.
Matt Hunter is wrong. The year 1934 was a great year for the Warner cartoons, particularly if you like the music from the Warner musicals. Most Merrie Melody titles were given the same name as the song. Some cartoons such as "The Girl at the Ironing Board" were almost identical to the Joan Blondell number in "Dames". Other excellent cartoons from 1934 include "Honeymoon Hotel", "Pettin' in the Park", "How Do I Know I'ts Sunday", "Goin' to Heaven on a Mule" and "Shake Your Powder Puff".
"Rhythm in the Bow" was a featured musical routine in the 1934 Vitaphone Technicolor short, "Good Morning Eve". The cartoon bears no relation to the Vitaphone short but has been well adapted by Hardaway given that the use of the song was a requirement of the studio.

So basically, this is the cartoon of my childhood, I watched it about ten thousand times as a child:D As you can hear it's not in english. I acidentally saw it today on TV and I really want to hear it in original. I've been trying to find wich version of Jungle book this is but so far, no luck.
